As a Housing Officer you manage the allocation, maintenance, and administration of local authority housing on behalf of a county or city council. You assess applications from people on the social housing list, carry out housing needs assessments, and make recommendations on allocations in line with national and local policy. You liaise with tenants, social workers, community welfare officers, and voluntary housing bodies to support vulnerable households and resolve tenancy disputes. Your day-to-day work also involves inspecting properties, managing rent accounts, and ensuring compliance with relevant housing legislation and council policies.
Listen: a day as a Housing Officer
You arrive at the council offices at half eight, grab a coffee, and open your case management system. Your local authority uses a centralised housing database to track every application on the social housing list, and overnight three new household assessments have landed in your queue. You work through the supporting documents — proof of income, medical letters, Intreo correspondence — flagging anything missing before you can progress the applications. By half nine you are out in a council estate on the far side of town for a scheduled property inspection. A tenant reported damp in two bedrooms last week. You walk through the property with a clipboard, photograph the affected walls, and log the findings on the council's maintenance portal so the works department can raise a repair order. The conversation is straightforward today, but you have learned that a visit can go in any direction.
A Level 8 Honours Bachelor degree is the typical minimum entry point for this role in Irish local authorities, with relevant disciplines including Social Care, Public Administration, Business, Law, or Housing Studies. Leaving Certificate subjects such as Business, Economics, Geography, and English at Higher Level provide a useful foundation. Some councils accept candidates with a Level 7 degree plus significant relevant experience, or a Level 9 postgraduate qualification in a related area. QQI Level 5 or 6 PLC courses in Social Care or Business Administration can support progression into the field, often via further academic study. Relevant professional development programmes, including those offered through the Institute of Public Administration (IPA), are widely valued by local authorities. There is no single statutory registration body for Housing Officers in Ireland, but membership of bodies such as the Chartered Institute of Housing (CIH) is increasingly recognised.
Many Housing Officers begin in administrative or support roles within a local authority housing department before progressing into a professional officer grade. With experience and continued professional development, you can advance to Senior Housing Officer and then to Area or District Housing Manager level. Further progression can lead to Director of Housing or other senior management positions within a county or city council. Postgraduate qualifications, such as an IPA masters or an NFQ Level 9 in Public Management, significantly support advancement.
AI tools are beginning to assist with housing needs assessments, flagging applications that meet priority criteria and streamlining rent account management. Automated systems can handle routine correspondence and waiting-list queries, freeing officers to focus on complex casework and direct tenant support. However, the sensitive, human-centred nature of housing allocation and tenancy support means that professional judgement, empathy, and legal accountability will remain firmly with the Housing Officer. AI is therefore a productivity aid rather than a replacement for this role.
